Peru’s chemical management regulation has entered into force with phased implementation, according to an IFRA update published on 16 October 2026. For manufacturers and importers under the Ministry of the Environment’s remit, the adaptation period runs from 1 January 2028 through 30 September 2031.[1]
The regulation covers substances and mixtures. RENASQ encompasses hazardous substances and relevant hazardous constituents in mixtures. Notification and reporting obligations depend on a threshold that is to be established by supreme decree in the second half of 2027.[1]
For the fragrance sector, the important distinction is between finished products and their ingredients. The stated exclusion for cosmetics, household hygiene and personal hygiene products holding a Mandatory Sanitary Notification concerns finished products; it does not expressly extend to fragrance ingredients or compounds used to manufacture them. Ingredient and compound suppliers therefore cannot assume that this exclusion covers their materials.[1]
This is Peruvian legislation in implementation, not an IFRA Standards amendment. IFRA Standards are not law; IFRA is reporting on the national regulation here.
The supplied update does not state the exact entry-into-force date or formal regulation identifier, nor does it give separate deadlines for new and existing creations. With the reporting threshold still pending and no product-specific formula evidence supplied, effects on individual perfumes cannot be confirmed.[1]
